Mi smatramo da su ove istine same po sebi razumljive, da su svi ljudi isto nastali, da su od njihovog stvaraoca "opremljeni" posebnim neotuđivim pravima u koje spadaju život, sloboda i težnja ka sreći; da su radi osiguranja ovih prava stavljene vlade među ljude, koje izvode pravnu vlast iz saglasnosti onih nad kojima se vlada; da je uvijek kada ove vlade štete ovim svrhama pravo naroda da promijeni ili ukine postojeće vlade ili da imenuje novu vladu i istu da gradi na takvim osnovama i njihovu vlast da formira u takvoj formi kako mu radi obezbjeđenja sopstvene sigurnosti i sopstvene sreće propisno izgleda (...)".
